quote后面最好加上破折号或者逗号，引证的更清晰且停顿
toward介词使用疑问
But that they believed settling the trial would be an important step toward quote
"achieving a global resolution and delivering meaningful relief."
但他们认为，处理这场审判将是引证“实现全球决议并提供有意义的救济”的重要一步。
句中，toward是介词，后面的quote是名词还是动词呢？如果是动词，为什么不是quoting?
如果是名词，应该是可数名词，为什么不加a或the呢？
